The directors of GBHDC were designated by the Executive Committee of the Greater Baltimore Committee and included the Mayor of Baltimore, the President of the Baltmore City Council, the chairman of the Baltimore City Planning Commission and the Commissioner of Housing of Baltimore. Administering the GBHDC were Leonard C. Gore, William Boucher III, and Raymond M. Ehrhart.
